COSTA MESA — November 3, 2026. Costa Mesa’s Public Works waste page clarifies that residential solid-waste service is administered by the separate Costa Mesa Sanitary District, while the city oversees commercial hauler agreements.
Who handles what
The city manages a nonexclusive franchise program for businesses and multifamily properties with five or more units, as well as certain construction and demolition hauling. The Sanitary District is the relevant authority for ordinary residential collection questions.
Why the distinction saves time
A resident with a missed household cart may need a different contact and policy from a restaurant, contractor or large apartment property. Commercial franchise listings should not be mistaken for the household recycling schedule.
Check the proper account
Waste rates, holiday schedules and service requirements depend on the property type and responsible hauler. The city publishes its commercial franchise directory and directs residential callers to the sanitary district.
